Bird recorder
A person appointed by a local ornithological society to keep records of birds seen in its area. The recorder may also be the editor of the local bird report. In the case of rarity records, they are submitted by the recorder to a Rarities Committee.From Peter Weaver's Birdwatcher's Dictionary
